Florida psychiatrist Alan Gumer gives up license following fraud conviction

June 22, 2012

On December 13, 2011, the Florida Board of Medicine issued a Final Order, accepting the voluntary relinquishment of psychiatrist Alan Gumer’s license.

This action was in response to a complaint issued by the Florida Department of Health which stated that, among other things, from September 2004 through approximately October 2010, Gumer served as Medical Director for American Therapeutic Corporation (ATC) and that shortly after becoming Medical Director, became aware that ATC was billing Medicare for treatments that were not medically indicated by the patients’s medical conditions or which were not actually provided to patients. Gumer knowingly signed patient evaluations and notes that were manipulated to conceal ATC’s inappropriate treatments from Medicare and other agencies.

Gumer, along with other ATC employees and owners, engaged in a conspiracy to fraudulently bill Medicare for more than $200,000,000. Gumer himself was responsible for billing $19,300,000.
