Counselor Kathy A. Dail surrenders license for abuse of information system

On July 16, 2012, the Professional Counselor Section of the Wisconsin Marriage & Family Therapy, Professional Counseling and Social Work Examining Board accepted the resignation and surrender of professional counselor Kathy A. Dain’s license.

At the time of the following incidents, Dain was employed as a psychotherapist by the Waupaca County Department of Health and Human Services (DHHS), a position which allowed her access to the Wisconsin Statewide Automated Child Welfare Information System (“eWisACWIS”), which contains treatment and case management information on DHHS clients. Authorized eWisACWIS users are only permitted to access the system for information directly related to the case or work the authorized user is assigned to do. In 2011, Dain accessed the system on three occasions for information which was outside the scope of authorized use. She is required to pay the Board $200 for its investigation costs
