State charges counselor Ronnie B. Fowler with sexual misconduct against client

The Washington Department of Health issued a Statement of Charges against registered counselor Ronnie B. Fowler, alleging that Fowler committed unprofessional conduct and sexual misconduct relative to treatment of a client.  Fowler’s counseling registration expired in February 12, 2007 he continued to work at an alcohol treatment facility where, between August 2007 and March 2008, he provided group and individual counseling to “Patient A,” with whom he engaged in “hugging, kissing, fondling, oral sex, and sexual intercourse” and to whom he gave multiple greeting cards, including one in which he wrote “Let’s grow together—I love you and want to be with you.  Love you always.”
