Clinical social worker Rick L. Long disciplined in two states

On August 14, 2012, the Indiana Behavioral Health and Human Services Licensing Board placed clinical social worker Rick L. Long on indefinite probation for no less than two years.

According to the Board’s document, in addition being licensed in Indiana since 1992, Long obtained a professional counseling license in the state of Tennessee in 2006.

On or about August 5, 2010, the Tennessee Board of Social Work Licensure issued a cease and desist order on Long after finding that he had been practicing in the state without a license.

On or about August 27, 2010, the Tennessee Board for Professional Counselors, Marital & Family Therapists and Clinical Pastoral Therapists entered a final order finding that Long had engaged in an inappropriate emotional relationship with a former client.

The Board revoked his counseling license.

What defines an "inappropriate emotional relationship with a former client"? I understand inappropriate sexual contact or relationship. However, how can one have an inappropriate emotional relationship?
