Psychiatrist finds man "violent" without meeting him; man suing for damages

Psychiatrist Dr. Graciela Karmon of Ramat Hasharon wrote a damaging psychiatric evaluation of a father without ever meeting him, according to daily newspaper Yisrael Hayom.
The evaluation determined that the father, who was involved in divorce proceedings, was a violent person and dangerous to his own children. Karmon gave the assessment as part of her private practice, at the request of the man's wife, who was suing for custody of the couple's children and for child support.
Yisrael Hayom said that Karmon apologized for her deeds and that the Ethics Bureau of the Medical Federation therefore decided to drop charges against her.
The father is now suing Karmon for 540,000 shekels (about $150,000). The lawsuit claims that through her evaluation, Karmon “decided his fate and took away his natural right to raise his childen and be in their company.”
With one fell swoop, the lawsuit says, “she turned the father from a normative individual to one who is 'dangerous to his own children' and may only be allowed to see them under supervision.”
The father complained to the Ethics Bureau of the Israeli Medical Association in October of 2012. Dr. Karmon's lawyer wrote two months later that while his client's evaluation was “flawed,” she had not been motivated by greed but by “the welfare of the children.”
Dr. Tami Karni, Deputy Chairwoman of the Ethics Bureau of the Israeli Medical Association, informed the father that after Dr. Karmon apologized that “I do not think that there is a need to continue processing the complaint.”
Dr. Karmon refused to comment, says Yisrael Hayom.
Interestingly, Dr. Karmon is co-chairwoman of a radical leftist group, Physicians for Human Rights (PHR). A study released three months ago by NGO Monitor listed PHR-Israel among medical NGOs that, “despite claiming medical professionalism, impartiality, and universality as part of their mandates, have politicized medicine, using the rhetoric of 'health' as a means to demonize Israel and discriminate against Israelis.”
In 2009, the Israeli Medical Association announced it was cutting off ties with PHR, because PHR published a list of names of Israeli doctors who allegedly took part in torturing prisoners.
After the group gave a first aid course to protesters against the security barrier between Israel and the Palestinian Authority, the Chairman of the Israeli Medical Association, Dr. Yoram Belsher, called the PHR “an extremist political group that masquerades as a medical organization.”
