California Medical Board Will Discipline Psychiatrist Jennifer Dore over Prescribing Violations

On August 10, 2022, the Medical Board of California issued an Accusation against psychiatrist Jennifer Dore of Woodside, California.

The Board found that Dore committed unprofessional conduct, gross negligence, repeated negligent acts, incompetence, drug related violations, and violation of ethical standards. These Accusations were amended on June 21, 2023, to include further violations.

Patient A: Dore provided ketamine in a dangerous and inappropriate manner by dispensing sublingual ketamine troches for the patient to take at home to self-dose without any medical supervision. Dore did not conduct an appropriate medical examination or assessment, did not document a legitimate medical indication, and did have regular office visits with the patient. She also administered ketamine injections to the patient at her clinic at “medication management sessions” while the patient’s psychologist was present and while Patient A lay in the psychologist’s lap.

Dore violated ethical principles and professional boundaries by hiring Patient A as an employee at her psychiatric clinic and by inviting the patient to an overnight work trip. According to Dore, Patient A may have gone into her bedroom at that event. Dore allowed Patient A, her employee at her psychiatry clinic, access to other patients’ confidential psychiatric medical records for non-treatment purposes and which led to a privacy breach which Dore did not address.

Patient B: Dore treated an immediate family member from 2014 through 2020. Between 2019 and 2020, she prescribed controlled substances to this person including clonazepam and Adderall. The prescriptions were filled at three separate pharmacies.

Dore also prescribed to her own treating psychiatrist. Over the course of six years, between 2015 and 2021, she wrote 40 prescriptions for controlled substances including ketamine, Adderall, and Adderall XR. The prescriptions were filled at three separate pharmacies. Dore engaged in a relationship wherein she and her psychiatrist were each other’s doctors and patients. Such actions violate patient-physician boundaries and ethical standards.

I am a long-time patient of Dr. Dore who has tremendously benefitted from her care. According to the Medical Board of California:

> THE PHYSICIAN HAS NOT HAD A HEARING OR BEEN FOUND GUILTY OF ANY CHARGES.

Congratulations for stating the obvious. Yes, she has not yet been disciplined, as the board has only filed its accusation...and THAT is all that this article states.

My prediction is that the board is going to allow Dore's license to expired without taking disciplinary action but will not allow her to renew it.

Dr. Dore is an exceptional clinician and I have worked with her for three years. The charges are highly problematic. Seen through a different lens, she was deeply compassionate to the needs of someone on her staff who later came to resent her. I don't think it's right that these grievances are being aired in public.

Well, according to the medical board's investigative findings, Dr. Dore is an exceptionally flawed clinician.

You may not think it's right "that these grievances be aired in public" but she is licensed by a publicly-funded agency and she treats members of the public. Hence, it's public information. You may not believe the allegations, but the public has a right to know what the allegations are, even if the licensee has not yet been found guilty.

Wonder if you have looked at the medical board accusation recently? Appears this site continues to publish allegations the board no longer asserts (I hope she sues this site for defamation). Still believe Dr Dore is so %u201Cflawed%u201D? Any chance you might consider that a physician%u2019s reputation has been harmed irreversibly by this site and by your ridiculous comments by propagating unsupported claims? You owe this doctor an apology and you should really take a deep look at yourself. The world is not black and white. Good luck to you and thank you Dr Dore for helping so many people for so many years. Many people are still alive because of her work some of whom I know personally. Don%u2019t let this terrible website or idiots like Sykes discourage you or your work.

As a matter of fact, Anonymous, I have looked at the medical board accusation recently. It is the second amended accusation, issued March 3, 2026. It contains essentially the same charges as the accusation (2022) and the first amended accusation (2023). The original charges regarding Dore's conduct toward this patient were "Unprofessional Conduct/Gross Negligence/Repeated Negligence/Incompetence/Violation of Statute Regulating Drugs" and it has now been shortened to just "Unprofessional Conduct - Gross Negligence." There is less detail about Dore's treatment of Patient A but the accusations are essentially intact. So I don't know how you can say that that this site is publishing allegations that the board no longer asserts. What exactly is the board no longer asserting?
