Former Deputy Director of Vietnam Central Institute of Forensic Psychiatry Arrested over Bribes

Dương Văn Lương, 63, former deputy director of Vietnam’s Central Institute of Forensic Psychiatry, was arrested for allegedly accepting bribes to falsify mental-health evaluations. Investigators say Lương and other members of the institute’s appraisal council certified that detainee Bùi Thị Thanh Thuỷ had lost the capacity to understand or control her actions, allowing her to undergo compulsory drug treatment instead of pre-trial detention. Thuỷ later admitted she had no mental disorder and colluded with the council to secure the false diagnosis, enabling her to continue directing a drug-trafficking network involving 60kg of illegal drugs. Police seized the narcotics and arrested 10 suspects when the network was broken up in July 2025, and the investigation into Lương and other staff members is ongoing.
