Hallmark Youthcare, Virginia: 28 Human Rights Complaint Inspections in 2024

Chrissy Black, a grandmother in central Virginia, raised alarms about the care her grandson received at Hallmark Youthcare, a psychiatric treatment facility in Goochland County. After starting ADHD medication, her grandson exhibited violent behavior that led to police involvement and ultimately his admission to Hallmark. Black alleged communication breakdowns with staff, bullying by employees, and unsafe conditions that made her grandson feel suicidal. State records show Hallmark has undergone 28 human rights complaint inspections in 2024 alone—far more than similar facilities—with findings including staff-on-resident assault and supervision failures.
