Nevada Psychiatrist Anthony Emmanuel Quinn Admits He Exploited Vulnerable Patient for Sex

On September 16, 2022, the Nevada Medical Board reprimanded psychiatrist Anthony Emmanuel Quinn.

The basis of this disciplinary action was that Dr. Quinn engaged in a “Violation of Patient Trust and Exploitation of Physician and Patient Relationship for Financial or Personal Gain,” as alleged in the Board’s April 2022 complaint against him.

According to the Board’s complaint:

  • The patient was a 32-year-old female when she presented to Quinn for medical care on May 18, 2015. 
  • The patient presented to Quinn for psychiatric care after reporting symptoms of depression as a result of an abusive relationship.
  • The patient was a vulnerable patient with a prior history of one suicide attempt and a hospitalization for depression.
  • During the patient’s psychiatric treatment, Quinn gleaned privileged information about the patient, including facts pertaining to the patient’s past including recent and ongoing dysfunctional relationships.
  • During the course of the patient’s treatment, Quinn prescribed sedative hypnotic agents to the patient.
  • Quinn last saw the patient on March 17, 2016, for an outpatient visit, where he prescribed her benzodiazepines. 
  • Following the March 17, 2016 medication appointment, Quinn began an inappropriate personal relationship with the patient, which culminated in him having sexual intercourse with the patient.

The Board’s reprimand stated that Quinn admitted to the Board that he "engaged in conduct that violates the trust of a patient and exploits the relationship between the physician and the patient for financial or other personal gain" and that he “violated the trust of the patient and exploited the relationship between himself and the patient by gaining intimate knowledge of the patient during psychiatric treatment, and subsequently engaging in a sexual relationship with her,” which is grounds for initiating discipline against a licensee.

In addition to the reprimand, Quinn shall pay the costs and expenses of $1,506.08 incurred in the investigation and prosecution of the case; shall pay a fine of $2,500; and shall submit to and pass all five sections of the Ethics and Boundaries Assessment Services (EBAS) examination at his own expense.

Quinn is also licensed in Colorado, Idaho, Kansas, Montana, North Dakota, Utah, and Washington. On December 6, 2022, the Colorado Department of Regulatory Agencies issued Quinn a letter of Admonition with regard to the Nevada reprimand. 

His LinkedIn page shows that he is currently the Chief Medical Officer at Behavioral Health Solutions in Henderson, Nevada and that his “interest in practicing psychiatry stems from a passion and desire to form meaningful connections with other people. Creating a safe and comfortable environment to share private thoughts and uncovering the root causes of problems and symptoms make up the strategies of my approach to patients.”
