Utah Psychiatrist Thomas E. Draschil Surrenders License following Testing Positive, DUI Conviction, and Fraud Charges

According to the DOPL’s Stipulation and Order document, Drashcil had surrendered his license in August 2018 after admitting that he unlawfully possessed a controlled substance, was addicted to Ketamine and marijuana, and had engaged in inappropriate relations with a patient.
The DOPL’s document further states:
- In July 2022, DOPL granted Draschil a probationary license to practice and to administer and prescribe controlled substances. However, in October 2022, he violated the terms of his probationary license in that he failed to submit to drug and alcohol testing.
- In July 2023, Draschil admitted to DOPL his use of marijuana.
- In October 2023, Draschil was convicted of impaired driving and sentenced to 364 probation, a suspended 90-day jail sentence, and $1460 fine.
- In December 2023, Draschil was charged with driving under the influence, driving on a suspended license, and failing to operate within a single lane.
- In March 2024, Draschil was charged with two counts of false claims for medical benefits—a 2nd-degree felony.
Draschil agreed to accept the terms of this disciplinary action which include not reapplying for licensure until three years have elapsed. He will also be required to demonstrate that he has not used alcohol or drugs for which he does not have a current valid prescription, for a period of at least one year, by providing monthy drug test results to DOPL. Further, he must submit to a fitness evaluation which clearly indicates that he can safely practice as a physician. Lastly, he must provided proof that all criminal charges against him are resolved and that he has completed all related sanctions, if any.
Draschil also agreed to not take any actions or make any public statements that would tend to create the impression that the matters covered in the Stipulation and Order are without factual basis.
