Oregon-Ohio Psychiatrist Mark Fettman Surrenders Medical License Following Drug Trafficking Conviction

On July 10, 2025, the Portland psychiatrist Mark Samuel Fettman surrendered his license to the Oregon Medical Board. This followed his conviction for drug trafficking in Ohio, for which he was sentenced to two years in prison and is to forfeit more than $570,000 for operating a felonious drug trafficking scheme.

Key factual elements from the Oregon Stipulated Order include:

Investigation opened: The Board opened an investigation on October 20, 2021 after receiving “credible information” about Fettman’s arrest in Ohio for Money Laundering and Drug Trafficking.

Failure to report arrest: The order states Fettman did not report the arrest within 10 days as required by Oregon law cited in the order (ORS 676.150(3)).

Plea described: The order states that, on or around May 1, 2025, Fettman pleaded guilty to Attempted Engaging in a Pattern of Corrupt Activity (felony), Attempted Money Laundering (felony), and two counts of Trafficking in Drugs (felony).

Case Background:

On Sept. 2, 2020, the State of Ohio Board of Pharmacy secured authorization to conduct undercover operations to investigate complaints that Fettman unlawfully prescribed Suboxone to his patients and charged $290.00 in cash for each prescription.

An agent posing as a patient recorded four office visits with Fettman. In each visit, Fettman prescribed a 28-day supply of Suboxone in exchange for $290 in cash with no required examination, diagnosis or counseling.

After securing a search warrant, agents discovered large amounts of cash and a computer containing patient records, which revealed that Fettman repeatedly provided Suboxone prescriptions in exchange for cash without any required medical treatment on numerous occasions.

Fettman was arrested and taken into custody on October 15, 2021.
